Relocation Guide — Northern Utah

Moving to Northern UtahEverything to do before and after you arrive.

A complete pre-arrival and post-arrival checklist for families relocating to Northern Utah — DMV, schools, voter registration, utilities, property tax, and everything else that needs to happen when you move to Davis, Weber, or Salt Lake County.

01
Phase 01 — Before You Move
Before You Arrive in Northern Utah
Research and decisions that should be made before you ever load the truck — so you land in the right place for your family.
Find Your Neighborhood
Northern Utah is not one market — it is dozens of distinct communities across six counties with meaningfully different characters, price points, school districts, and commute times. Do not pick a city based on name recognition alone. Use the Neighborhood Matcher quiz to find your best fit before you narrow your home search. Before You Search
Check Real Commute Times
Northern Utah stretches from Salt Lake City to the Cache Valley — peak hour drive times vary dramatically by city and time of day. Check your actual commute from your target neighborhood to your workplace before you commit. What looks close on a map may add 45 minutes per day in traffic. Before You Choose a City
Compare Cost of Living
If you are relocating from California, Colorado, Washington, or another high-cost state, run a cost of living comparison before you finalize your budget. Northern Utah housing, taxes, and overall cost of living are significantly lower than most western metros — but the exact savings depend on where you are coming from. Before Setting Budget
Research School Districts
Davis County and Weber County both have strong school districts overall, but school quality varies meaningfully within each district. Check GreatSchools ratings, school boundary maps, and enrollment capacity for specific schools in your target neighborhoods. The right school district may influence which city you choose more than any other factor.
Before Choosing a Neighborhood
Get Pre-Approved Before You Move
If you plan to purchase rather than rent, get pre-approved for a Northern Utah home loan before your moving date. You can close on a Northern Utah home remotely with the right buyer agent and lender — which means you can secure your home before the moving truck arrives. Waiting until after you relocate to start the mortgage process costs time and may mean missing the right home. 60+ Days Before Move Date
02
Phase 02 — Moving Day and Week One
First Things First
The tasks that need to happen in the first 7 days — before the chaos of unpacking takes over.
Set Up Utilities
Call ahead — do not wait until moving day to set up utilities. Key Northern Utah providers: Rocky Mountain Power for electricity (1-888-221-7070), Dominion Energy (formerly Questar) for natural gas, and your city or county for water. Internet options vary by area — Comcast Xfinity, CenturyLink/Lumen, and local fiber providers serve most Northern Utah communities. Schedule all utility transfers 5-7 days before your move date. Before Moving Day
USPS Change of Address
Update your mailing address at USPS.com and begin mail forwarding from your previous address — set for 12 months minimum. Start updating your address with your bank, employer, credit cards, brokerage accounts, insurance providers, and any subscriptions immediately. Keep a running list as you find accounts that still show your old address. Week of Move
Confirm Your Home Purchase Closing
If you purchased a home for your relocation, confirm your closing date, wire transfer instructions, and final walkthrough time with your title company and buyer agent. Wire fraud targeting real estate closings is common — always verify wire instructions by calling your title company directly using a phone number you find independently, never from an email. 48 Hours Before Closing
03
Phase 03 — First 30 Days
Legal and Practical Priorities
Most of these have legal deadlines — the 60-day window for Utah driver's license and vehicle registration means these need to happen in your first month, not your first year.
Get Your Utah Driver's License
Required within 60 days of establishing Utah residency. Visit a Utah Driver License Division office with: your current out-of-state driver's license, two proofs of Utah residency (utility bill, lease, or mortgage statement), your Social Security card or an accepted substitute, and proof of legal presence. Davis County locations: Bountiful and Kaysville offices. Weber County: Ogden office. Within 60 Days — Required
Register Your Vehicle in Utah
Required within 60 days of establishing residency. Before registering, your vehicle must pass a Utah safety inspection and — for Davis and Weber Counties — an emissions test. Find a state-certified inspection station, then visit your county motor vehicle office with your title, current registration, proof of insurance, and payment. Utah does not have a personal property tax on vehicles — a meaningful savings for California and Colorado transplants. Within 60 Days — Required
Enroll Children in School
Contact the Davis County School District or Weber School District directly for enrollment procedures. You will typically need: proof of address, your child's immunization records, previous school records or transcripts, and government-issued ID for the parent or guardian. Most Northern Utah school districts have online enrollment portals — contact the specific school your child will attend to confirm required documents and any enrollment deadlines. Before First Day of School
Register to Vote in Utah
Register at vote.utah.gov or at your local county clerk's office. Utah offers online voter registration, in-person registration, and same-day registration at polling locations. Deadlines vary by election type. Update your registration if you later move within Utah. Utah has a robust mail-in ballot system — most registered Utah voters receive a mail ballot automatically. Before Election Deadline
Update Your Healthcare Providers
Northern Utah has excellent healthcare. Intermountain Health operates multiple facilities across Davis and Weber Counties including Lakeview Hospital in Bountiful, McKay-Dee Hospital in Ogden, and Davis Hospital in Layton. University of Utah Health also has strong presence in the region. Transfer your medical records from your previous providers and establish care with Northern Utah physicians within the first month of arrival. Within 30 Days
Update Financial Accounts and Insurance
Update your address with all financial institutions: bank accounts, investment accounts, retirement accounts, and credit cards. Update your homeowner's insurance (or renter's insurance) to your new Northern Utah address. Auto insurance rates in Utah are generally lower than California — shop quotes from multiple providers once you have your Utah address and driver's license. Within 30 Days
Confirm Property Tax Exemption Status
Utah's primary residence property tax exemption — which reduces your taxable value to 55% of market value — applies automatically when your home is designated as your primary residence. In most cases this happens automatically through your county assessor's records. If you purchased a home that was previously an investment property or rental, confirm with your county assessor that the exemption has been applied correctly. After Closing
File Part-Year State Tax Return
In the year you move to Utah, you will need to file a part-year resident return in both your former state and Utah — paying each state taxes on income earned while residing there. Consult a tax professional familiar with multi-state filings for your specific situation. Utah's flat 4.65% income tax rate is notably lower than California (up to 13.3%), Oregon (9.9%), and other states many Northern Utah transplants come from. By Tax Filing Deadline

Phase 04 — First 90 Days
Settle In Fully
The tasks that make you feel like you actually live here — not just that you moved your stuff here.
Explore Your Neighborhood on Foot and by Car
Drive every street within a half-mile of your home. Find your nearest grocery store, pharmacy, hardware store, and urgent care. Locate your children's school routes. Identify your closest FrontRunner station if commuting to Salt Lake City. The more familiar you are with your immediate area, the faster Northern Utah starts feeling like home. First 90 Days
Get a Utah State Park Pass
Utah's state and national parks are one of the most significant lifestyle upgrades that come with Northern Utah residency. An annual Utah State Parks pass is $95 for one vehicle — covering over 45 state parks. If you plan to ski, pick up an Alta, Snowbasin, or other season pass early for best pricing. Proximity to world-class outdoor recreation within 30-90 minutes of most Northern Utah homes is one of the market's most compelling lifestyle advantages. First 90 Days
Meet Your Neighbors
Northern Utah communities — particularly in Davis County — tend to have active neighborhood cultures, strong community organizations, and regular neighborhood events. Introduce yourself to the three or four households immediately adjacent to your home. In many Northern Utah neighborhoods, your neighbors are your most valuable resource for contractor recommendations, school insights, and local knowledge. First 90 Days
Winterize Your Home (If Moving Late Summer/Fall)
If you are arriving in late summer or fall, use your first 90 days to prepare for a Northern Utah winter before it arrives. Service your furnace and heating system, check weatherstripping on doors and windows, ensure your vehicle has all-season or snow tires, and confirm your driveway is set up for snow removal. Northern Utah winters are real — preparation makes all the difference in your first year experience. Before November
Set Up FrontRunner Commuter Access
If you will commute to Salt Lake City or work along the Wasatch Front corridor, get your FAREPAY card for Utah Transit Authority's FrontRunner commuter rail and TRAX light rail. FrontRunner stations in Davis County serve Ogden, Roy, Clearfield, Layton, Farmington, and Bountiful — providing car-free access to downtown Salt Lake City in 30-60 minutes. Monthly passes are significantly cheaper than parking in Salt Lake City. If You Commute South

Common Questions
How long do I have to get a Utah driver's license after moving?+
60 days from establishing Utah residency. You establish residency by moving personal belongings to Utah with the intent to make it your primary state. Visit a Utah Driver License Division office in Davis or Weber County with your current license, two proofs of Utah residency, and identity documents. No appointment is required at most locations, though wait times vary.
Does Utah have an emissions test?+
Yes — Davis County and Weber County (among others in the Wasatch Front) require both a safety inspection and an emissions test for vehicle registration. Emissions tests are required annually when you renew your registration. Most Northern Utah automotive shops are certified for both tests. Cache County does not currently require emissions testing.
What should I know about Utah winters as a new resident?+
Northern Utah winters are real — temperatures regularly drop below freezing and snowfall in Davis and Weber Counties averages 60-70 inches annually in higher-elevation areas. All-season or snow tires are strongly recommended. Salt Lake City and most Northern Utah communities use robust road treatment programs, so major roads are typically clear within hours of snowfall. The trade-off is world-class skiing and outdoor recreation 30-90 minutes from virtually any Northern Utah home.
Can I buy a home in Northern Utah before I physically move here?+
Yes — and many relocating buyers do exactly this. With a remote-capable buyer agent, digital document signing, and the right lender, you can close on a Northern Utah home from anywhere in the country. I specialize in working with out-of-state buyers and can conduct video home tours, provide detailed neighborhood walkthroughs, and manage the entire purchase process remotely until your move date.
Is Northern Utah a good place to relocate from California?+
Northern Utah is one of the most popular destinations for California relocators and has been for over a decade. The combination of significantly lower housing costs, lower state income tax (4.65% vs up to 13.3%), no state capital gains preference, strong schools, outdoor recreation, and a family-oriented culture draws tens of thousands of California residents to the Wasatch Front every year. See the California vs Utah Comparison for a detailed cost-of-living breakdown.
